Water Scholarships: What Is Left After Orange Knowledge Closed

The biggest water school in the world has closed its funding to Pakistan

Orange Knowledge ended at the close of 2024. IHE Delft’s remaining scholarship covers the Middle East, the Horn of Africa and the Sahel, and Pakistan sits on none of those lists. Two funded routes survive, both of them Erasmus Mundus, and both close on 3 January 2027, more than a month before the date European blogs quote.

What happened to water funding

Two changes in two years emptied most of the lists you will find elsewhere.

For seven years the honest answer to “how do I study water in Europe” was the Orange Knowledge Programme. It took Pakistani students into Dutch water and development master’s degrees, it paid properly, and it ran through Nuffic. Nuffic’s own page now states that after seven years the programme is coming to an end. A closing celebration took place on 1 October 2024, the stated reason was the lack of funding prospects from the Dutch Ministry of Foreign Affairs, and Nuffic has phased out most of its work outside Europe since 1 January 2025. No successor programme carries the work forward.

IHE Delft in the Netherlands remains the largest water education institute in the world, and it still runs a generous scholarship. That scholarship is regional. It covers the Middle East, naming Egypt, Iraq, Jordan, Palestine and Yemen; the Horn of Africa, naming Ethiopia, Kenya, Somalia and South Sudan, with Sudan and Uganda on hold; and the Sahel, naming Burkina Faso, Mali, Niger and Nigeria. It pays tuition, insurance, travel and €1,220 a month. None of it reaches a Pakistani applicant.

Put those two facts together and you can see why so many Pakistani scholarship pages are wrong about water. They were written when the answer was true, and nobody went back. A reader searching for the Orange Knowledge Programme today lands on a dozen pages that still describe it as open.

The useful part is what survived. Both remaining routes keep IHE Delft and TU Dresden inside their consortia, so the institutions themselves are still reachable. Only their own money is not. You reach them through Erasmus Mundus instead, and the European Commission pays.

Open to Pakistan

Two Erasmus Mundus joint master’s degrees. Both close on the same January date.

Partner Country deadlines, which is the group Pakistan belongs to.
GuideWhat it actually isCountriesYour deadline
Erasmus Mundus GroundwatCHGroundwater and global change, across IST Lisbon, IHE Delft and TU Dresden. €1,400 a month for the full twenty-four months, plus tuition and full insurance. Asks a bachelor’s worth 180 ECTS, which a Pakistani three or four-year degree generally clears.Portugal, Netherlands, Germany3 January 2027
Erasmus Mundus FLOODRiskFlood risk management, and it hands you four separate MSc degrees from IHE Delft, TU Dresden, UPC Barcelona and the University of Ljubljana. The consortium publishes no monthly figure and says final awards depend on European Commission approval.Germany, Netherlands, Spain, Slovenia3 January 2027

Both run the same two-speed calendar, and this is where Pakistani applicants lose the round. Partner Country applicants apply by 3 January 2027 at 23:59 CET. Programme Country applicants, meaning students inside Europe, apply by 7 February. Thirty-five days separate the two. Every European blog, newsletter and roundup quotes February, because February is the date their own readers need. FLOODRisk states that its January date does not extend.

One clause rescues a lot of people, and almost nobody mentions it. If your IELTS or TOEFL result will not arrive in time, submit the rest of the application anyway and upload the result by 1 February 2027. Applicants who submitted before 3 January stay in scholarship consideration. Missing the test is survivable. Missing the application is not.

Three ways to pay for FLOODRisk

The middle row saves a realistic number of students every year and barely appears anywhere.

A limited number of reduced-fee awards cut the tuition bill by €15,000. You still fund your own living, so it is not a free route, but it is a real one and it stays open into April. Treat 3 January as the target and 15 April as the fallback, never the other way round.

Five names that still appear as open across the Pakistani web. None of them will take your application.

Questions students ask about water funding

The five that arrive in our inbox almost every week.

Is the Orange Knowledge Programme really gone?

Yes, and Nuffic says so on its own page. The programme ran for seven years, held a closing event on 1 October 2024, and ended because the Dutch foreign ministry offered no further funding prospects. Nuffic names no replacement. Any page offering you an Orange Knowledge deadline for 2027 has not been updated in two years.

Can I still study at IHE Delft?

You can, and this is the part worth understanding. IHE Delft’s own scholarship will not fund you, because Pakistan sits outside its three eligible regions. But IHE Delft is a full partner in both Erasmus Mundus routes on this page, so a GroundwatCH or FLOODRisk scholarship puts you in Delft with European Commission money instead. The school is reachable. Only its own fund is closed.

Why do I see a February deadline everywhere?

Because 7 February is the Programme Country date, written for applicants already inside Europe. Pakistan is a Partner Country, and your date is 3 January 2027. European writers quote the date their own audience needs, and Pakistani sites copy it without checking which group applies to them.

How much does GroundwatCH pay?

€1,400 a month for the full two years, plus tuition, library and lab costs and full insurance. That figure runs for twenty-four months rather than ten, which makes it comfortable in Dresden and workable in Lisbon and Delft. FLOODRisk publishes no monthly figure of its own, so ask the consortium directly before you build a budget around it.

What should I do first, today?

Request your transcripts and a written explanation of your university’s grading system. Pakistani universities take weeks over the second one, European admissions offices need it to read your marks, and HEC transcripts rarely carry it. Ask both referees in the same week, because the letters must be dated within the last six months.

Asking for a reference letter

Both routes want two letters dated within six months, so a letter from 2024 is dead paper.

Write your motivation answers yourself. The GroundwatCH consortium states plainly that AI-generated text will lose points, and five motivation questions sit at the centre of that application, each with its own character limit. Both consortia also accept final-year students who have completed 120 ECTS, provided a university statement names your expected graduation date and the degree arrives before 15 August 2027. Confirm every date on the consortium’s own page before you apply, because these two corrected their published deadlines inside the last year.
