📋 What is an MOI Certificate?

A Medium of Instruction (MOI) Certificate is an official letter issued by your university confirming that your degree program was taught entirely in English. Scholarships like DAAD, GKS, MEXT, CSC China, Erasmus Mundus, and others accept this certificate instead of IELTS or TOEFL — saving you time and money. This tool generates the certificate text that your university registrar reviews, signs, and stamps on official letterhead.

What an MOI Certificate Actually Is

A Medium of Instruction certificate states one fact on official letterhead: your degree was taught and examined in English. Universities accept it in place of IELTS or TOEFL when they trust that statement, and for a student in Lagos, Lahore or Dhaka that single sheet of paper saves roughly $250 and three weeks of test preparation.

Your university issues the certificate — you never write it yourself. What you write is the request letter that asks the registrar or the controller of examinations to issue it, and that letter is what the tool above produces. Registrars process dozens of these a week, so a clear request with your correct roll number, programme and dates moves faster than a vague one.

The certificate carries no standard format worldwide. Some universities issue two lines on letterhead, others produce a full page with a signature, a stamp and a reference number. A certificate that names your degree, your years of study, and states plainly that English served as the medium of instruction and examination satisfies almost every admissions office that accepts MOI at all.

Which Universities Accept MOI Instead of IELTS

Acceptance varies by country, by university and often by department, and it changes every cycle. Treat this table as a starting point, then confirm with the specific programme before you skip the test.

CountryUsual positionNotes
GermanyOften acceptedMany public universities accept MOI for English-taught Master's. Some still demand IELTS 6.5 — check each programme page.
ChinaWidely acceptedCSC and most universities accept MOI when your degree ran in English.
TurkeyWidely acceptedTürkiye Burslari and most universities accept it.
HungarySometimes acceptedStipendium Hungaricum varies by host university; several require a test.
MalaysiaOften acceptedCommon for students from Commonwealth countries.
Italy, Poland, CzechiaSometimes acceptedDepends entirely on the university, and often on the department.
United KingdomRarely acceptedUKVI rules govern the student visa. Most UK universities require a recognised test even when they waive it for admission.
United StatesRarely acceptedA few universities waive TOEFL for graduates of English-medium institutions, but most do not.
Canada, AustraliaUsually not acceptedVisa rules generally require a recognised English test.
The visa catches people out. A university may accept your MOI for admission while the embassy still demands a test score for the visa. The UK, Canada and Australia all work this way. Check the visa requirement and the admission requirement separately, because clearing one does not clear the other.

Who Issues It, and How Long It Takes

The authority differs by country, and sending your request to the wrong desk wastes a week. In Pakistan and India it usually sits with the Controller of Examinations or the Registrar. In Nigeria and Ghana the Registrar's office handles it. In Bangladesh it often falls to the Academic Section, and in Nepal the Dean's office. Ask your department first — they will name the right office in one sentence.

Most universities take three to ten working days. Some issue it the same day for a small fee, others route it through two signatures and take three weeks. Start the request at least a month before your application deadline, because the certificate arrives on the university's schedule rather than yours.

  2. Generate the requestUse the tool above with your roll number, programme, dates and the purpose. Print it on plain paper.
  3. Attach your documentsMost offices want a transcript copy, a degree or provisional certificate, and a CNIC or passport copy.
  4. Submit and follow upSubmit in person where possible, note the diary or receipt number, and follow up after a week.
  5. Check before you leaveConfirm the certificate names your degree, your years of study, and states English as the medium of both instruction and examination.

What the Certificate Must Say

Admissions officers reject MOI certificates for predictable reasons, and almost all of them trace back to missing information. A usable certificate carries every item below.

Official letterhead, stamp and signature

A plain typed page convinces nobody. The university's letterhead, an official stamp and a handwritten signature from the registrar or controller are what give the document standing.

Your full name exactly as it appears on your passport

A mismatch between the certificate, your transcript and your passport creates a verification problem that takes weeks to resolve.

Your programme, and the exact years you studied

"BSc Electrical Engineering, 2020 to 2024" works. "A degree at this university" does not.

Both instruction and examination named

This is the detail most certificates miss. Several universities abroad reject a letter that mentions teaching but says nothing about the language of examination. Ask your registrar to state both.

A reference number and a date

Admissions offices verify certificates. A reference number lets them do that, and a recent date matters because some universities reject an MOI older than six months.

Sample MOI Certificate — What You Should Receive

The tool above writes your request letter. This shows what the university should hand back, so you can check the wording before you leave the office.

TO WHOM IT MAY CONCERN

This is to certify that Mr. Amara Nwosu, son of Chukwuemeka Nwosu, bearing Registration Number 2020/EE/0417, was a bona fide student of this university from September 2020 to July 2024 and completed the degree of Bachelor of Science in Electrical Engineering.

It is further certified that the medium of instruction and the medium of examination for the entire duration of the said programme was English. All lectures, coursework, laboratory reports, examinations and the final year thesis were conducted, written and assessed in the English language.

This certificate has been issued on the request of the student for the purpose of applying to foreign universities and scholarship programmes.

Check the second paragraph above all. It names instruction, examination and the whole duration. A certificate that says only "the medium of instruction is English" without mentioning examinations gets rejected by several German and Chinese universities. Ask for the fuller wording before the registrar signs it.

MOI or IELTS — Which Should You Pursue?

An MOI saves money, and a test opens more doors. The right answer depends on where you apply.

 MOI CertificateIELTS / TOEFL
CostFree, or a small university feeRoughly $250 per attempt
Time3–10 working days4–8 weeks including preparation
Accepted byMany universities in Germany, China, Turkey, MalaysiaAlmost every university worldwide
Works for visasRarely — UK, Canada and Australia refuse itYes, for every major destination
ValidityOften 6 months, set by the receiving university2 years
RiskA single rejection can end an application lateA low band can also end one, though you may retake

Our practical advice: request the MOI first, because it costs nothing and takes a week. Apply where it counts — Germany, China, Turkey. If your shortlist includes the UK, Canada, Australia or the US, book the test as well, and do it early. Students who rely on MOI alone and then discover a test requirement in February lose the whole cycle.

Unsure where you stand? Take our free IELTS practice test first. It gives you an honest band estimate in an hour, and plenty of students discover they already clear the 6.5 most scholarships ask for.

MOI Questions Students Ask Us

Can I write the MOI certificate myself?

No. Your university issues it on letterhead with a stamp and signature. You write the request letter that asks them to issue it, which is what this tool produces.

My degree was in English but the university is not English-medium officially. Can I still get one?

Usually yes, if your particular programme ran in English. Ask your department to confirm the programme's medium before you approach the registrar, because the registrar will check with them anyway.

Does an MOI guarantee a test waiver?

No. Each university decides, and several accept it for some programmes while refusing it for others. Email the admissions office and ask directly before you skip the test.

How long does an MOI stay valid?

The receiving university decides. Many treat six months as the limit, so request yours close to the application deadline rather than years ahead.

Can I use one certificate for several applications?

Ask for three or four originals at once. Most registrars issue multiple copies in the same visit, and a scanned copy suffices for online portals.

My registrar refuses. What now?

Ask what they will issue instead. A transcript stating the medium of instruction, or a departmental letter countersigned by the registrar, satisfies many universities. If nothing works, book the test — do not let it drift.

Does the certificate need my father's name or my CNIC?

South Asian universities usually include the father's name by convention, which causes no problem abroad. What matters is that your own name matches your passport exactly.

Is this tool free?

Yes, like every tool on ScholarWing. No account, no card, no limit.
