Russian Government Scholarship
The Russian Government Scholarship Has Two Completely Different Application Tracks.
Most guides about the Russian Government Scholarship treat it as a single program. It is not. There are two distinct tracks, one administered through Russian Embassies worldwide, and one an online Olympiad-style competition with different timelines, different processes, and different levels of prestige.
Every year, the Russian Government offers fully-funded scholarships for international students to pursue their academic dreams in Russia. This scholarship provides a unique opportunity for foreign citizens to receive a high-quality education completely free of charge.
Before covering either track, one thing must be stated that most scholarship guides omit: the geopolitical context of studying in Russia in 2026-27.
Russia’s military actions in Ukraine since February 2022 have significantly changed the landscape for international students considering Russia. Western-passport holders face complications with banking, travel, and safety. Some countries have reduced or suspended bilateral academic exchanges with Russia. The Russian ruble has experienced volatility, meaning monthly stipends that appear adequate in ruble terms may be worth very little in USD or EUR. None of this means the scholarship has disappeared, it remains one of the world’s largest scholarship programs but an honest guide must acknowledge the context.
For students from countries with strong bilateral ties with Russia, Pakistan, Bangladesh, India, most of Africa, much of Asia, Latin America the practical complications are generally lower, and thousands of students continue to study in Russia through this program annually.
Every year, over half a million students from 200+ countries compete for tuition-free seats at Russia’s top 24 universities through the Open Doors program.

Track 1: Russian Government Quota Scholarship (Embassy Route)
This is the main, traditional Russian Government Scholarship administered through bilateral agreements between Russia and partner countries.
The Russian Government Scholarship covers the full tuition costs for the entire duration of your chosen program Bachelor’s, Master’s, or PhD studies. International students also receive free preparatory Russian language courses before starting their degree program. Over 500 Russian universities are participating in this initiative.
What It Covers:
| Benefit | Detail |
|---|---|
| Full tuition | 100% — entire degree duration |
| Russian language prep course | 1 academic year (free) if needed before degree |
| Monthly stipend | RUB 1,500-3,000/month (~$16-33 USD at current rates) |
| Dormitory | Free or heavily subsidized university dormitory (usually) |

The Stipend Reality:
The monthly stipend for Russian Government Scholarship holders is paid in Russian rubles. This does not make the scholarship worthless, Russian cities have significantly lower cost of living than Western Europe or North America, and university dormitories are usually provided at minimal or no cost. But applicants must understand they will need additional personal funds for daily expenses.
Levels Covered:
- Bachelor’s (4 years)
- Specialist (5 years — Russian system)
- Master’s (2 years)
- PhD/Postgraduate (3-4 years)

Russian Language Requirement:
Most programs at Russian universities are taught in Russian. The scholarship includes a free 1-year Russian language preparatory course at a Russian university before your degree begins, allowing you to reach a functional level before starting your academic program.
Some universities (particularly Moscow State University, Higher School of Economics, ITMO, and others) offer programs in English at postgraduate level. English-medium programs do not require the Russian preparatory year.

Practical Reality — What Students Actually Experience
Cost of living in Russia: Russian cities are generally affordable compared to Western Europe:
- Moscow: RUB 20,000-35,000/month (~$220-380) for comfortable student life
- Smaller Russian cities: RUB 15,000-25,000/month (~$165-275)
- University dormitories: RUB 1,000-3,000/month (~$11-33)
The scholarship stipend (~RUB 1,500-3,000/month) covers a fraction of monthly needs. Most students supplement through family support, part-time work (if permitted on student visa), or savings.
Russian language: The free preparatory year is genuine and functional, students reach B1-B2 level in Russian after one intensive academic year. Russian B2 is sufficient for most undergraduate programs. For postgraduate research, higher proficiency or English-medium programs are advisable.
Geopolitical context: For students from countries that have maintained normal diplomatic relations with Russia (Pakistan, Bangladesh, India, most of Africa, Middle East, Latin America, Southeast Asia), the practical experience of studying in Russia continues largely as before 2022. Banking access may be affected by sanctions depending on your country’s banking system. Travel options may be limited (fewer direct flights, some airline restrictions). Applicants should research their specific country’s situation before committing.
