Finland charges tuition fees to non-EU international students — introduced in 2017. Before that, Finnish universities were free for everyone. The fees are not as high as UK or US programs (typically 8,000 to 18,000 euros per year), but they are real, and they make scholarship funding necessary for most students from developing countries.
The good news is that Finnish universities responded to the introduction of fees by creating institutional scholarship programs — and several of these cover either full tuition or 50–100% fee waivers for international Master’s students. Combined with external scholarships from the Finnish government and the Erasmus Mundus programs that include Finnish universities, there are realistic paths to studying in Finland at zero personal cost.
Why Study in Finland
Finland consistently ranks among the world’s top countries for education quality, research output, and quality of life. Aalto University is ranked in the world’s top 150 and has particular strength in technology, design, and business. The University of Helsinki ranks in the world’s top 100 in several fields including life sciences, social sciences, and humanities. University of Tampere and Tampere University of Technology merged into a single Tampere University, which is strong in engineering, health, and social sciences.
Finnish universities have significantly expanded their English-medium Master’s programs since 2017 — most graduate programs at the major universities are now available in English.
Finland also has a growing technology sector — Nokia’s legacy, combined with companies like KONE, Wärtsilä, Neste, and a large startup ecosystem around Aalto and Helsinki — which makes it particularly relevant for engineering and technology students.
Top Scholarships to Study in Finland for Free
1. Finnish Government Scholarship Pool
The Finnish Government Scholarship Pool is administered by EDUFI (Finnish National Agency for Education) and funds doctoral-level research exchanges between Finland and eligible countries.

Note: This is primarily a mobility grant for doctoral students and researchers — not a full degree scholarship. It is most relevant for PhD students who want to spend time at a Finnish university as part of a broader doctoral program, or for researchers doing collaborative work.
Eligible countries: EDUFI maintains a list of bilateral scholarship countries — check cimo.fi for the current list.
How to apply: Through EDUFI at scholarships.helsinki.fi or the EDUFI portal. Requires a Finnish host supervisor or institution.
Deadline: Varies by country and period — typically applications reviewed twice a year.

Finnish University Applications — How the Process Works
All Finnish university applications for international students go through the national portal at studyfinland.fi or directly through each university’s own portal.
Most Master’s programs have a single annual application round, typically in January for programs starting in September. Some programs have a second round in March for programs with remaining places.
After applying, you receive an admission decision and — for scholarship-eligible programs — a scholarship offer at the same time. The scholarship is typically confirmed in the offer letter.
After admission and scholarship confirmation, international students from outside the EU/EEA apply for a Finnish student residence permit at the Finnish Immigration Service (migri.fi).

Which is the best university in Finland for scholarships?
Aalto is the most internationally recognized Finnish university and has a strong scholarship program. Oulu is strong in engineering and communications and offers full tuition waivers to top applicants.
